Will the re-focused Lisbon agenda fly?
The Barroso Commission has invested considerable effort in trying to revive the Lisbon strategy. The Spring summit 23-24 March will be the first occasion for the European heads of state to take stock of progress since President Barroso re-launched the strategy a year ago.
