The question of a broad reshaping of the federal government’s Europe-coordination comes up after each change of government in Germany. The coordination of EU policies in Germany has been debated continuously for several years. The different ideas are embedded in the contradictory views of various party, coalition and HR policies. Ensuring the coherence between coordination and communication of EU policies in Germany is not high up at the agenda. If Germany wants to use the reflection phase about the future of Europe for the good of its citizens and interest groups, then changes have to be made in the coordination and communication of its EU policies.
In spite of all setbacks European integration continues. European politics has become increasingly relevant for German domestic affairs. Due to the enlargement and particularly the assumed or real “regulation obsession of Brussels”, Germany is forced to constantly put its stance on the EU to the test, even without the ratification of the European Constitution. The broad public debate on EU issues and the upcoming 2007 German EU presidency has also resulted in an additional demand for better coordination.
