3G workshop contributes to 'telecom help debate'

The results of the McKinsey study on 3G licensing regimes were presented at a well attended workshop organised by the Commission on 17 September. While its mandate was not to propose short term solutions to the present crisis of numerous mobile operators, the ensuing debate does frame some boundaries for future policy initiatives.
