Belgium wants to use persuasion to tackle security during summits

Belgium wants to use both persuasion and strong policing to prevent escalations of violence at future summit meetings. Prime Minister Guy Verhofstadt said he would meet representatives from protest groups and write an open letter explaining his point of view.
