France starts debate about 'super big bang' enlargement
France has opened a new debate in the EU about the Union's enlargement strategy when the French Foreign Minister Hubert Vedrine suggested that 12 candidates should join at the same time. Mr Vedrine has surprised his fellow foreign ministers at the General Affairs Council meeting in Brussels this week by suggesting that Bulgaria and Romania should also be included in the first wave of enlargement in 2004.
