Terrorism or legitimate protest?

Civil liberties organisation Statewatch claims that a German government proposal to create special EU riot units is part of an emerging pattern of measures that risk treating legitimate protests as terrorist threats. There is a fear that the German proposals could in fact escalate the level of violence as a consequence of this attitude shift in the wake of the 11 September terrorist attacks in the US.
