"Two-speed Europe is unrealistic", says Convention President Giscard d'Estaing
In an interview with 'Le Monde' (11 January 2002), Valéry Giscard d'Estaing, who will chair the Convention on EU reform, states that the current organisation of the EU would stop functioning at 25 or 30 member states. "A two-speed Europe seems unrealistic to me," added Mr Giscard d'Estaing, who said he would prefer a system where an agreement is reached with everybody, even if not everybody is obliged to apply it.
