Bumpy road for preparations of Johannesburg Summit

A new negotiation text has been issued for the final preparatory meeting for the Johannesburg Summit. According to the chair of the prepcom, the new text is a strong action programme. However, many actors are critical and claim that the text avoids setting clear targets and timetables.
