Commission places hopes in governance proposal

The Commission adopted a White Paper on governance on 25 July which it hopes will be the first step in the restoration of its credibility with the citizens of the Union. "Our challenge is to boost confidence in the Union before the next round of institutional reform," said Mr Prodi. By getting more people and organisations involved in the EU policymaking process, the Commission hopes to reconnect with the citizen. The importance of this has been illustrated by recent events such as the Irish 'No' vote on the Nice Treaty and the numerous surveys that highlight the continuing decline in support for EU membership across the Union.
