Manifesto signed by European leaders tries to "wake up Europe"
A call entitled "A Wake-Up Call for Europe" was sent to the EU's heads of government, in an attempt to revitalise plans for constitutional reforms in the EU. About a dozen former heads of government and European commissioners signed the appeal, among them "Laeken group" members Jacques Delors (former Commission president), Giuliano Amato and Jean-Luc Dehaene (former prime ministers of Italy and Belgium).
