Goldschmidt considers as a starting point that the European presence in the international ‚trade game‘ has become indispensable, to cope with the emergence of giants such as China, India or Brazil. It is therefore necessary to relaunch a treaty that one can read, meaning a more ‚institutional‘ treaty than ‚Constitutional‘.
He suggests that a useful distinction could be made between the European Community – which includes the member states willing to take the European project forward – and the European Union – which would include countries within a more flexible scheme.
As far as Turkish accession is concerned, he believes that such a framework could solve the deadlock, as Turkey could at first join the European Union, and, once it is ready to totally share European core values, be integrated into the European Community, which might take a few more decades.
